Clearance / Security Eligibility:
U.S. citizenship is required. The candidate must have a current ADP/IT II (Tier 3 equivalent) investigation/clearance record in DISS at the time of offer submission, a favorably adjudicated Tier 3 background investigation for CUI access, and an interim or final DoW security clearance before performing on the contract. The candidate must maintain required eligibility throughout performance and be able to obtain and maintain a DoW-issued CAC.
Work Location:
On-site at the DCMA facility in San Diego, California. Normal duty hours are within 7:00 AM-5:00 PM local time, Monday-Friday, excluding federal holidays, with a full-time 40-hour workweek baseline. Travel may be required to support program milestones, operational reviews, and stakeholder engagements and must be Government-authorized before execution or cost incurrence.
The CPM serves as the primary operational liaison between Network Runners personnel and Government leadership, including the Blue List Program Manager and Contracting Officer's Representatives (CORs). The position is responsible for integrating work across program integration, IT project management, IT cybersecurity, cybersecurity analysis, program analysis, contract administration, and public affairs functions while ensuring deliverables, staffing, security, facility access, travel, and management controls remain aligned with PWS requirements.
A central responsibility is the development and management of a resource-loaded Integrated Master Schedule (IMS) covering Blue List milestones, software releases, interagency dependencies, and other contract activities. The CPM applies Critical Path Method analysis to identify schedule risk, recommend corrective actions, communicate impacts, and keep a fast-paced and evolving program on track.

Position Description
The Contractor Program Manager (CPM) is the senior Contractor management representative for the DCMA Blue List Program Support Services effort and the single point of contact for matters relating to contract performance. The CPM has authority to commit Contractor resources and direct Contractor personnel necessary to successfully perform the task order and provides day-to-day operational, administrative, technical, staffing, schedule, quality, and reporting oversight for the 14-FTE multidisciplinary support team.The CPM serves as the primary operational liaison between Network Runners personnel and Government leadership, including the Blue List Program Manager and Contracting Officer's Representatives (CORs). Duties & Responsibilities
- Serve as the Contractor's single point of contact for contract performance, with authority to commit Contractor resources and direct Contractor personnel necessary to perform the task order.
- Provide day-to-day oversight of Contractor operations and serve as the primary operational liaison between the Government and Contractor personnel.
- Provide administrative and technical oversight of all Contractor activities; ensure personnel are appropriately trained, aligned to requirements, and performing in accordance with the PWS and Government performance standards.
- Maintain accurate records of labor hours worked by Contractor personnel and submit monthly labor reports for Government verification prior to invoicing.
- Develop, maintain, and manage a resource-loaded Integrated Master Schedule (IMS) tracking Blue List milestones, software releases, interagency dependencies, resource constraints, and other contract activities.
- Apply Critical Path Method analysis to identify schedule risks, analyze downstream impacts, recommend corrective actions, and communicate schedule status and impacts to Government stakeholders.
- Attend recurring program management meetings and coordinate contract execution with the Government Blue List Program Manager, CORs, and other authorized stakeholders.
- Coordinate the preparation, internal review, submission, tracking, and resolution of contract deliverables; ensure Government comments and required corrective actions are addressed within mission-driven suspense dates.
- Coordinate Contractor staffing activities, including onboarding and offboarding, key personnel changes, vacancy management, and verification that required certifications, training, investigations, and security requirements remain current.
- Coordinate administrative requirements supporting contract performance, including facility access, badging/CAC processing, Government-furnished property accountability, security requirements, and authorized travel.
- Maintain recurring contract management reports and records, including performance status reports, action item logs, risk and issue logs, staffing information, and other documentation requested by the Government.
- Identify risks, issues, and performance problems affecting execution; coordinate corrective actions and promptly communicate significant impacts, recommendations, and recovery plans to the Government.
- Lead and coordinate Contractor execution of the Project Kick-Off Meeting within ten business days of award, including preparation of the formal agenda and comprehensive meeting minutes/reporting.
- Establish and maintain scalable management and governance controls that integrate operational, technical, schedule, quality, staffing, and reporting requirements across the Blue List support team.
- Lead Contractor transition-in and workforce continuity activities to achieve full staffing and onboarding within the required 30-day transition period and minimize mission impact from personnel absences or turnover.
- Ensure replacement personnel meet or exceed required qualifications, coordinate substitutions with the Government, and support vacancy resolution within the PWS-required timelines.
- Maintain clear non-personal-services and inherently governmental boundaries; ensure Contractor personnel properly identify themselves as Contractors and comply with applicable ethics, security, CUI, NDA, and information-protection requirements.
- Coordinate and control Contractor travel in support of program requirements, ensuring travel is Government-authorized and managed in accordance with applicable Federal Travel Regulation requirements.
Mandatory Qualifications / Requirements
- U.S. citizenship.
- Bachelor's degree in Business Administration, Management, Systems Engineering, or a related operational field.
- Minimum of ten (10) years of professional experience in project management, team leadership, and program scheduling, including at least four (4) years directly supporting DoW or other federal agencies.
- Demonstrated technical expertise establishing and maintaining a resource-loaded Integrated Master Schedule using Microsoft Project, Primavera P6, or an equivalent enterprise scheduling tool.
- Strong interpersonal, communication, and organizational skills, with demonstrated discretion in handling sensitive information and the ability to interface professionally with senior military and civilian leadership.
- Current ADP/IT II / Tier 3-equivalent status documented in DISS at the time of offer submission; favorably adjudicated Tier 3 background investigation for CUI access; and interim or final DoW security clearance before beginning contract performance.
- Ability to obtain and maintain a DoW-issued CAC and comply with all required DCMA/DoW facility, information-system, CUI, security-training, and information-protection requirements throughout performance.
- Ability to read, understand, write, and speak English fluently.
- Ability to perform full-time on-site in San Diego, California, remain available within the Government's normal operating window, and travel as required for program milestones, reviews, and stakeholder engagements.
Preferred Qualifications
- Master's degree.
- Active Project Management Professional (PMP) or PMI Scheduling Professional (PMI-SP) certification.
