HR Specialist - Generalist Processing

Position Description:
Network Runners, Inc. is seeking HR Specialist - Generalist Processing professionals to support the Federal Highway Administration (FHWA), Office of Human Resources. The position performs a broad range of Federal Human Resources functions supporting staffing, classification, employee and labor relations, benefits, training, policy, personnel processing, records management, onboarding/offboarding, and related administrative activities.

Duties and Responsibilities:
  • Execute day-to-day personnel actions such as appointments, promotions, reassignments, step increases, and separations in accordance with governing guidance and client Standard Operating Procedures.
  • Input, audit, and reconcile data in Human Resources Information Systems, including FPPS, to maintain accurate employee records and data integrity.
  • Establish, audit, and maintain electronic Official Personnel Folders (eOPF) and legacy hard-copy personnel records.
  • Ensure timely filing of permanent and temporary personnel actions, conduct periodic record audits, and process official records transfers within required timeframes.
  • Coordinate onboarding activities, including entry-on-duty letters and paperwork, new hire orientation materials, tax and benefit elections, and coordination of IT and asset provisioning.
  • Process offboarding workflows, including clearance checklists, exit documentation, and final system separation actions.
  • Draft vacancy announcements and coordinate opening dates, closing dates, and summaries of duties.
  • Define minimum qualification and specialized experience requirements in accordance with Office of Personnel Management requirements.
  • Analyze job analysis information, develop questionnaire weights and screen-out elements, and ensure announcements effectively differentiate qualified candidates.
  • Review applications, determine qualifications, issue certificates, adjudicate veterans' preference, and document applicant and announcement records.
  • Audit and close case files and communicate with applicants regarding status, process requirements, and application concerns.
  • Provide support in staffing, classification, benefits, training, career counseling, employee/labor relations, policy, and related HR programs.
  • Protect Personally Identifiable Information and comply with Privacy Act and information security requirements.
Minimum Education / Experience / Requirements:
  • Demonstrated experience performing Human Resources functions in one or more areas including staffing, classification, employee/labor relations, benefits, training, career counseling, policy, or personnel processing.
  • Demonstrated experience preparing staffing-related documentation, vacancy announcements, qualification determinations, and personnel actions.
  • Experience with Federal HR systems and tools such as USA Staffing, FPPS, WTTS, eOPF, NFC, Monster Government Solutions, or comparable systems is preferred.
  • Knowledge of Federal staffing and personnel processing rules, regulations, and procedural guidance.
  • Ability to manage sensitive personnel information and maintain strict PII and Privacy Act compliance.
  • Proficiency with Microsoft Office applications and standard office automation tools.
Additional Requirements:
  • On-site personnel must meet FHWA identification badge and suitability investigation requirements. Access to FHWA IT systems requires an approved identification badge and applicable background investigation.
